Dancing with the Stars eliminated Kate Flannery and her professional partner Pasha Pashkov after seven celebrities took the stage with new individual routines and also competed in a Dance-Off during Monday night's Season 28 broadcast on ABC.

The actress and Pasha landed in the bottom two along with pop star and Fifth Harmony member Ally Brooke and partner Sasha Farber based on the combination of judges' scores from Monday night and the home-viewer votes cast live as Dancing with the Stars aired in the Eastern and Central time zones on ABC.

Dancing with the Stars judges Carrie Ann Inaba, Bruno Tonioli and Len Goodman were able to vote to save one of the bottom-two couples from elimination. (Len, as the head judge, casts the deciding vote in the case of opposing votes from Carrie Ann and Bruno).

Carrie Ann and Bruno both voted to keep Ally and Sasha in the competition. Although Len's vote wasn't needed, he revealed he would have voted to save Ally and Sasha as well.

Prior to Kate and Pasha's ouster, each celebrity and professional pairing performed an individual routine followed by a Dance-Off performance.

Two couples were paired at a time to compete side-by-side in the Dance-Off for two bonus judges' points. The winning couple in each Dance-Off would therefore have an edge in the competition.

Ally and Sasha faced off against comedian and actor Kel Mitchell and partner Witney Carson in the first Dance-Off.

Both pairs performed the jive, and Kel and Witney won two extra points after receiving votes to win from Carrie Ann and Bruno.

Kate and Pasha danced off against former White House press secretary Sean Spicer and partner Jenna Johnson, who filled in for Sean's original pro partner, Lindsay Arnold, who had to miss the show in order to spend time with her family after her mother-in-law had passed away.

The two couples performed the cha cha, and Kate and Pasha won the Dance-Off with a unanimous vote.

The Bachelorette star Hannah Brown and partner Alan Bersten performed the salsa against country music star and former American Idol runner-up Lauren Alaina and partner Gleb Savchenko in the Dance-Off.

Hannah won the Dance-Off through a unanimous judges' vote.

As for actor James Van Der Beek and partner Emma Slater, they were not required to compete in the Dance-Off due to having the highest cumulative average of judges' scores this season so far. James and Emma therefore automatically earned two bonus points.

As a result, James and Emma topped the judges' leaderboard on Monday night in first place with a total score of 32 judges points.

In addition to the two bonus points they had received, James and Emma impressed with a contemporary dance that earned a perfect score of 30 judges' points in Round 1.

"I thought this was like a good book. There was something for everyone. You held our interest from start to finish, you're never sure what's going to happen next, and then you get to the end, and I think you're going to find it's got a really happy ending," Len had told the pair after they danced.

Hannah and Alan claimed second place on the leaderboard with a total of 31 points, which included their two points from the Dance-Off.

Hannah and Alan initially danced a "gamechanger" quickstep routine, according to Bruno.

Carrie Ann called their individual dance "the comeback of the season" before the couple received a score of 29 points. Hannah and Alan earned a score of 10 from both Carrie Ann and Bruno.

Third place on the judges' leaderboard represented a tie between Ally and Sasha as well as Kel and Witney after both couples earned a total of 30 judges' points for the night.

Ally and Sasha first performed a paso doble that received a perfect score of 30 points from the judges. They had received the first perfect score of the season prior to James and Emma dancing.

"You just proved to me and everyone in this room you are a freakin' superstar! Something shifted in you. You commanded all of our attention... not just with your presence but with your movements! It's just amazing! My mind is blown!" Carrie Ann had gushed after Ally and Sasha performed.

Ally cried after receiving her scores and said the night was so special, especially since she was able to sing and dance to her own song.

Ally and Sasha, however, lost their Dance-Off to Kel and Witney, who therefore got to add two bonus points to their individual score of 28 judges' points.

Kel and Witney first took the stage with a 28-point worthy salsa dance, which was scored a 10 from Bruno.

"I'm blown away! That feels so good!" Kel said after receiving the 10. "Thank you so much! I can't breathe!"

Kate and Pasha finished in fifth place on the judges' leaderboard with a total of 26 judges points', which included two points from the Dance-Off.

Kate and Pasha's individual dance was a jive routine that received 24 judges' points.

Lauren and Gleb landed in sixth place on the leaderboard with 24 total points. Since they lost their Dance-Off, Lauren and Gleb's score stayed at 24 points, which they had received for their first jive routine.

Lauren had made a couple of mistakes during the jive dance, which affected her score.

And finally, Sean and Jenna fell into seventh -- and last -- place on the leaderboard after they performed an individual jazz routine that received 20 judges' points. They also lost their Dance-Off.
