While it is against the law to drive while talking on a handheld cell phone in Detroit, motorists won't be pulled over unless they commit another offense.

The City Council voted unanimously to make the use of a handset while driving a secondary instead of a primary offense. Mayor Kwame Kirkpatrick supported the more lenient cell phone law and was expected to sign the compromise, the Detroit Free Press said Thursday.
As originally passed, the ban would have allowed police to stop and ticket drivers caught talking on a handheld cell phone while moving. Now violators will only be ticketed if they are first stopped for another violation.
A first-offense carries a $100 fine.
Drivers can still use hands-free telephone devices like headsets while behind the wheel.
