The hip-hop star "appeared out of nowhere" and convinced the man to come down Wednesday, investigators told USA Today.
The unidentified man, who was unharmed in the incident, was taken to a hospital for a psychological evaluation, the newspaper said.
T.I. was in town for a Friday court date with a federal judge regarding whether the rapper violated his probation when police arrested him and his wife on drug charges last month.
The recording star recently spent time in jail and a halfway house after pleading guilty to a federal weapons charge in connection with a 2007 incident in which he used a bodyguard to attempt to buy unregistered machine guns and silencers from an undercover government agent.
