Councilman Dennis Zine said he received a letter from Chief Brian Cummings explaining the City Charter prohibits firefighters from being disciplined for actions that occurred more than two years ago, and both alleged incidents took place prior to 2009, the Los Angeles Times reported Wednesday.

Zine said Tuesday he met with Cummings and the investigation into the allegations, which involved Engine 263 from Firehouse 63 and Engine 41 from Firehouse 41, will continue, but the firefighters involved cannot be punished.

"There's no discipline they could administer," Zine said.
