A report found the prime minister's office uses the most water despite reduction plans for all British government departments and a severe drought in London.

A government report showed 10 Downing Street and other offices of Prime Minister Tony Blair's government exceed the guidelines set in place to reduce consumption and waste.
The Independent said the cabinet office consumed 6,834 gallons of water per person in 2005, much higher than the 1,694 gallon per person target.
Only seven of the government's 22 departments succeeded in hitting the goal.
A spokeswoman for Blair said his office uses more water since it is operating 24 hours a day but promised to curb consumption.
Meanwhile, citizens of London are being urged to watch their water use as the city experiences its worst drought since 1976.
