It's described as the story of a disgraced cop fighting corruption on the police force.
The paper said Spike Lee was to direct Reeves in the project but has dropped out to direct Denzel Washington in "Inside Man." That picture is described as the story of a botched bank robbery that ends up in a standoff between a robber and a police officer with a personal history between them.
Producers are waiting for a new draft of "The Night Watchman" from John Ridley ("Undercover Brother,""Three Kings") before reaching deals with Stone and Reeves.
