Linda Martin, 68, of Wilton, England, who formerly sat on her town council, said the Wiltshire Council ordered her to remove the hanging floral displays due to safety concerns about people bumping their heads, The Daily Telegraph reported Tuesday.
Martin, who was previously ordered to remove potted plants she had placed on the ground in the market square, accused the council of being petty.
"I am desperately upset by it. This is a slap across the face. I am supporting (Prime Minister) David Cameron's Big Society Plan -- I am just trying to improve my community," Martin said.
A Wiltshire Council spokesman defended the decision.
"The hanging baskets are extremely heavy, too low and are displaying unauthorized advertising," the spokesman said. "As such we have requested their removal. They are liable to damage the young trees they are hanging from."
