A police spokesman told the New York Post that "an inspector who didn't have the authority" entered into an agreement with MSGI Security Solutions Inc. to test the wireless devices vs. traditional video cameras.
Kelly halted the unauthorized Manhattan transit test Friday three hours after it began.
MSGI, which saw its stock price rise on news of the test and fall on word of its abrupt end, said the cameras worked flawlessly.
