Salem police said the men, William Hare, 47, and Rajendra Srivastava, 30, were spotted walking down the street around 1 a.m. Sunday carrying the head from the sculpture, which was part of last weekend's So Sweet Chocolate Ice Festival, the Boston Herald reported Tuesday.

"I observed the ice Rajendra was carrying to be the head of the dragon," an officer wrote in the arrest report. "Rajendra stated he was taking it home as a souvenir."

Police said Hare, a psychologist, told officers he was a doctor and could "do what he wanted."

The men were charged with receiving stolen property over $250 and larceny over $250. Hare was also charged with disorderly conduct and illegal possession of prescription pills.
