Los Angeles police say media reports of frightening statements made by Charlie Sheen to his estranged wife are not enough to warrant a criminal investigation.

An LAPD spokeswoman told the Los Angeles Times Brooke Mueller had not yet filed a police report about her husband's alleged threats to cut her head off and also kill his manager.

"It is incumbent on her to come forward and make a police report," said Police Sgt. Mitzi Grasso. "Our hands are tied."

Mueller has used the claims to obtain a restraining order against the star of the canceled "Two and a Half Men." She said in the petition she felt her husband was "insane."

The fact that a judge decided the allegations had some validity had some advocates for abused women calling for the police to step in without waiting for Mueller.

"If a judge believes there is enough evidence for a restraining order," said TuLynn Smylie, director of a women's shelter in Long Beach, "that says she has a credible story."

Attorney Gloria Allred, who represented Sheen's former girlfriend, Brittany Ashland, told the newspaper there was no legal barrier to the LAPD starting an investigation. She said police should at the least contact Mueller and ask her to file a report.
