The Gwinnett County Police Department said Juan David Arce-Flores was kidnapped from an apartment July 1 and his abductors demanded a large sum of money from his family to secure his release, WSB-TV in Atlanta reported.
Lt. Steve Rose said the kidnappers demanded the money be left Monday morning at a Waffle House and undercover members of the Gwinnett County SWAT team were sent to wait for the abductors to arrive and claim the ransom.
"When the suspects were confronted by police, one of the suspects made aggressive movements towards his weapon. The SWAT officers opened fire, striking the suspect," Cpl. Illana Spellman said.
The surviving suspect was arrested.
Arce-Flores was spotted walking along a Gwinnett County highway hours later. He gave officers a fake name but was arrested after his identity was revealed. He was jailed on outstanding warrants, including a charge of failure to appear in court.
