Girls are supposed to wear gown-like drapes and pearls, while boys wear the tuxedo top and bow tie for the Fleming High School yearbook, WKMG-TV, Orlando, reported.
But Kelli Davis, 18, objected to having her chest exposed in the girls' garb and instead opted for the boy's outfit.
Her high school principal rejected her picture, saying it went against the school's dress code.
After a spirited discussion Thursday night, the Clay County School Board let his decision stand.
Davis, a straight-A student and lesbian, said the issue is not about dress codes but about acceptance.
Her parents said after the meeting they bought a two-page ad in the yearbook for $700, which will feature the banned photo.
