Citing sources, the paper said the deal calls for CBS to be involved in developing the project, which would be filmed in Italy.
According to the report, an international team of partners in the production would include the U.S.-based Granada America -- which has produced the ABC reality series "I'm a Celebrity ... Get Me out of Here!" and the A&E reality series "House Of Dreams."
The consortium of co-production partners also includes Italy's RAI Fiction, Germany's Tele Munchen and the French company Quinta Communication.
Pope John Paul II died earlier this month at age 84.
