Police were summoned in Edinburgh when witnesses reported David Todd, 34, dragging the dog across a street, biting its head and kicking its body.
The incident occurred earlier this month near a retail park and was reported by police Wednesday.
The 8-year-old female Labrador-retriever cross did not sustain serious injuries and was confiscated by police and turned over to the Guide Dogs for the Blind Association.
No reason was given for the outburst by Todd, who is facing charges of breaching the peace and animal cruelty.
