The Federal Communications Commission has ruled The WB's canceled "Angel" will not have to pay indecency fines from beyond the grave.

The FCC ruled a scene during the Nov. 19, 2003, episode, entitled "Destiny," was not "sufficiently graphic or explicit to render the program patently offensive" by contemporary standards to meet the level of indecency, Zap2it.com reported Monday.
The episode featured star David Boreanaz sharing an intimate moment with a female character. The Parent's Television Council complained Boreanaz's hips could be seen "moving back and forth." The PTC also cited an additional scene that portrayed a female transforming into vampire form and biting another woman on the neck. The council complained the scene featured heavy breathing.
The complaint was specifically filed against Washington's WBDC-TV, though all WB stations across the country could have been impacted for showing the program.
